I have LEDs where your fog lights are, and my switch for the LEDs appears in your second picture. It's below the trunk button and has a small red light above it.

Monograms didn't come with foglights from the factory unless you added them as an option. It looks like the owner of that Monogram added them after they bought the car.

Oh well I turn on the red toggle switch and it only turns on the day time running lights. This is my Vin JF1ZNAA18E9709001

Hmm... Try turning on the red toggle switch and turning the headlights to On (not AUTO).

Maybe they're aftermarket fogs that are hooked up to the DRL's? So you need to put the e-brake down.

Just brainstorming, here..

My monogram has a same red toggle switch right there too same spot. U can only manually turn it on or off

Factory optioned/installed fog lights have the button next to the trunk release button. At least my monogram does
