Top loading? How about installing a bullet button and using a "tool" to push the button to release the mag. Reversible in less than 2 min. Or, get a Raddlock and it's "reversible" using a small flat head to back out the screw in the middle of the bullet button 2 turns.

The '03 is an odd animal. They're more interesting historically but the 03-A3 is a better shooter - much better sights. You also run into the issue with improper heat-treat on most of the WWI era '03s, making them hit-or-miss on being able to shoot them at all.

If you want a Mauser-derived .30-'06, I'd highly recommend the rifle below the '03 on my wall - the American Enfield, as it is sometimes called - U.S. Rifle, Model of 1917. It's got great sights, a smooth-as-silk action, and the substantial weight does a great job of soaking up the .30-'06's recoil. It's one of my favorite bolt-actions to shoot, up with my No. 4 Mk. 2.

I'm more interested in the history of the 03 than actually shooting one, but it sounds like I should try and pick up a Model 1917 as well. Although I should be careful how I word that, because I will never shoot my Mauser but I hope to take both an Enfield and Springfield to the range and see if I am still more accurate than all these kids with ARs.

I think it's similar to Australia. Not allowed to have pistols unless you are in a club which takes forever to get a membership and then you have to be an endorsed member for X amount of time before you are allowed to buy one and you have to stay a member to keep the right to owning it. Not sure on the shot gun rules but you do have to be a club member as well. Can't be pump or semi auto

Rifles are the easiest as heaps of farmers use them. However you have to be part of a club or have written permission from a land owner to shoot on their property to own one. Bolt action only and the caliber is dependent on where you will be shooting with the maximum pretty much being .308 if you own a big area of land.

Professional shooter with licences to cull are allowed semi auto rifles but they have to spend years jumping through hoops and go through insane amounts of annual checks and red tape.

General reasoning is unless you have a valid reason to own a gun (self defense isn't considered valid) you aren't allowed to own one.

All gun owners must keep their weapons in a permanently fixed safe with ammunition stored in separate lockable area. You cannot carry a weapon on you anywhere (this includes knives and anything else listed as a weapon) without valid reason, this is a little bit open to interpretation and varies state to state but expect the TRG (aussie SWAT) to come down on you hard if anyone ever sees a gun on you.

The police can and occasionally do checks on gun owners to ensure that they are storing everything properly and can hand out pretty massive fines as well as confiscating weapons and cancelling the persons gun licence.
