It facilitates drifting. You CAN rev high and drop the clutch to break the wheels loose but on low power cars or with sticky tires this becomes less effective. Yanking the hand brake will lock up your rear wheels initiating a slide. Eventually your brake cable will stretch/break, so dedicated guys install hydraulic systems

I'm kinda surprised you didn't get any replies. Pro-tip: don't try drifting on the street(even a little) cuz you'll break your shit and that's no fun.

If you lock up the front wheels it is no longer drifting but becomes skidding. Not nearly as much fun.
