It would allow for a car to come with, for example:
255 NT01 on 17x9 RPF1 = 2.75 points
Do you think it would be faster than a Greddy Turbo car on 215 RS3 on 17x8 rims? = 3.5 points
Or, would it be faster than a car on Tein SRCs, 225 RS3 on 17x9 wheels, intake, header, exhaust, tune, and lip? = 3.5 points
The beauty of this system is that it allows for a TON of flexibility with mods, while equalizing the playing field. I've put a pretty good amount of thought into the system.
