Even if they weren't a factory option, I had the seats in my '98 Impreza RS done in leather and added heat, and never had an issue with them over 10 years. The dealer farmed the work out thought, so that may be the root of your problem. Bottom line is they promised something that they're not delivering, so either the come through or return your money and car in original condition (with hopefully at least a free service visit or something tossed in for your trouble).
