Think of it this way, you are both "tuners". If you notice his car, there is a damn good chance he notices your car. Just drive up next to him, look over, and give him the nod (or thumbs up). I see that as showing respect, and I doubt you would ever get a negative reaction from that. Sometimes it's pretty funny because it'll be a muscle car and they will have a surprised look on their face because an import is giving them props.
I don't particularly care for people that rev their engine at me, or feel the need to fly by me. I actually had a nice sport bike behind me a couple weeks ago. I guess he thought I didn't know he was there, and he wanted me to see his bike, so he passes me over a DOUBLE YELLOW line. I literally turned my head to the right just so he could see that I didn't want any part of him and his stupidity. The funny thing is he didn't pass anyone else like that. He was content being in front of me.
